New UAE Vape Tax 2026: AED 1 per ml Minimum Excise Price Explained

From 1 September 2026 the UAE applies a new minimum excise price to vape liquids. If you buy vapes in Dubai or anywhere in the UAE, this guide explains what changed, what stayed the same and what it means when you shop.

What is the new UAE vape tax rule?

The UAE Ministry of Finance set a minimum excise price of AED 1 per millilitre for liquids used in electronic smoking devices and tools. The rule came into force on 1 September 2026. Excise tax itself is not new. The UAE has charged excise at 100 per cent on tobacco products and electronic smoking devices and liquids for several years. What changed is the minimum value the 100 per cent is calculated on.

How the AED 1 per ml minimum works

Before the change, excise was worked out on the declared price of the liquid. Very cheap liquids therefore carried very little tax. Now, if a liquid is declared below AED 1 per ml, it is taxed as if it cost AED 1 per ml.

The National gave a simple example. A 60 ml bottle that used to retail at AED 40 is now taxed as if it were worth AED 60, and the 100 per cent excise is applied to that figure. The cheaper the liquid was per millilitre, the bigger the effect.

Why the UAE introduced it

The Ministry said the decision keeps pace with developments in the excise goods market and makes sure unified standards are applied consistently. Reports in the UAE press link it to discouraging young people and very low cost products, in line with the wider sin tax approach on tobacco and smoking goods.

What it means when you buy vapes in Dubai

Excise is paid at import or production, before products reach a shop, so the effect shows up in shelf prices rather than at the till. Genuine, tax paid stock from licensed shops already carries the excise. Very cheap liquids are the products most affected, because they were the ones taxed below AED 1 per ml before.

Three practical points for buyers:
