Yes. Vaping is legal in Dubai and across the UAE for adults aged 18 and over. There are still clear rules on who can buy, where you can vape and what you can carry, so here is what you need to know in 2026.
When did vaping become legal in the UAE?
The UAE lifted its ban on e-cigarettes, vape devices and e-liquids in April 2019. Since then products sold in the country have to meet UAE standards set by the federal authorities, and shops selling them need the right trade licence. What is the legal age to buy a vape in Dubai?
You must be 18 or older. It is illegal to sell vape products to anyone under 18, and shops can lose their licence for doing so. Expect to be asked for ID in store and on delivery if you look young.
Where can you vape in Dubai?
The UAE tobacco control law, Federal Law No. 15 of 2009, bans smoking in enclosed public places, and the same rules are applied to vaping. In practice:
- Not allowed: indoor public places such as malls, offices, public transport, places of worship, schools, hospitals and sports venues.
- Not allowed: in a private car when a child under 12 is inside.
- Usually allowed: designated smoking areas, outdoor areas where smoking is permitted, and your own home.
Hotels, restaurants and residential buildings can set their own rules, so look for signs or ask before you vape.
Can you bring a vape into Dubai?
Travellers can bring a vape for personal use. Airlines require e-cigarettes and spare batteries to be carried in your hand luggage, never in checked bags, and you cannot use them on board. Keep quantities to personal use, because larger amounts can attract customs duty.
